With help from some skinhead cronies, the new manager for an apartment building on the Venice Boardwalk makes life hell for the tenants. The owner wants to raze the existing building and build high-priced condos. Cory and T.C. are sent to ""maintain a presence"" to keep the situation from getting out of hand. One of the tenants, a former Navy SEAL/ war hero, refuses to budge.
