Takeshi Hongo is abducted by the evil organization Shocker. They turn him into a cyborg in order to conquer the world, only for him to escape and turn against his captors.

Takeshi Hongo continues participating in races even after being transformed into a cyborg with the hopes of winning world races. In order to increase the number of people in the Shocker organization, the Bat Man is sent out to infect the world with its virus which turns people into mindless vampires.

The Shocker organization seeks to draw Kamen Rider out by letting a prisoner "escape" from the deadly stingers of the Scorpion Man's pet scorpions.

On a trip to a botanical garden a girl is kidnapped by a human plant leaving her younger brother scared and alone. Fortunately for him Takeshi Hongo is willing to take his case and rescue his sister from the clutches of the evil Shocker organization.

A series of strange earthquakes occur and Takeshi Hongo recieves a phone call from an old friend, earthquake analyst Ameyama Chikako. Chikako is abducted by the Shocker organization saying that they are planning to produce a "major earthquake".

The next Shocker henchman to attack Kamen Rider is ChameleonMan, with the ability to control color! Attacking Ex-navy Major Sanada, what is his goal? A fierce struggle with Shocker ensues!

Hearing this the Leader orders their scientists to deploy their "Barrier Destruction Ball." Because of its weight and area of effect, however, such a weapon can't presently be used by any of Shocker's monsters. They identify arrogant soccer player Ken Nomoto whose phenomenal kicking power makes him an ideal subject for the new monster they need to use the Barrier Destruction Ball. Shocker's resurrected monsters are sent to capture him, and once he's in their clutches Ken is modified into the monster Tokageron.

Hongo saved Tokyo from a horrible fate at the hands of Shocker.But Hongo can not rest while Shocker's plans to conquer the world grows stronger every day. Shocker's discovered a living specimen of a prehistoric creature called the Pirasaurus which can give off an extremely toxic mist. It's so toxic it kills the very modified human given its poison, however, and Shocker targets a wrestler as being a human strong enough to survive it.
